تعیین قاعده سیاست پولی بهینه با درنظر گرفتن ارجحیت در مصرف کالاهای داخلی: کاربردی از رویکرد بیزین
هدف این مقاله، تعیین قاعده بهینه سیاست پولی در هنگام ورود شوک درآمد نفتی، توسط یک الگوی تعادل عمومی پویای تصادفی کینزی جدید با تاکید بر ارجحیت در مصرف کالاهای داخلی از طریق رویکرد بیزی است. در این مطالعه، مصرف خانوارها به دو بخش مصرف کالاهای داخلی و وارداتی تقسیم میشود. پس از طراحی الگو، پارامترهای الگوی پیشنهادی با استفاده از روش بیزی و با به کارگیری دادههای واقعی تخمینزده میشوند. سیاست بهینه پولی آن سیاستی خواهد بود که تابع زیان رفاهی را حداقل کند. نتایج حاکی از آن است که با ورود شوک درآمد نفتی، سیاست بهینه پولی؛ سیاست واکنش بانک مرکزی به شکاف تورم و نرخ ارز است. با افزایش پارامتر میزان ارجحیت در مصرف کالاهای داخلی در الگو، مقدار زیان رفاهی بدست آمده در تمامی قواعد سیاستی، به میزان قابل توجهی کاهش مییابد. توصیه سیاستی این مطالعه آن است که بانک مرکزی در هنگام ورود شوکهای برونزا (به ویژه شوک درآمد نفتی) به اقتصاد، علاوه بر هدفگذاری تورم، نرخ ارز را نیز مورد توجه قرار دهد.

ارزیابی زیانهای تولیدی ناشی از بحرانهای پولی و نقش دخالت بانک مرکزی در اقتصادهای نوظهور
بحرانهای پولی پیامدهای زیادی، از جمله زیانهای تولیدی را برای یک کشور به همراه دارد. بر این اساس شناسایی عواملی که موجب کاهش زیانهای تولیدی میگردند، از اهمیت ویژهای برخوردار است. در این مقاله به ارزیابی تعیین کنندههای زیانهای تولیدی، و به طور ویژه به نقش بانک مرکزی در هنگام وقوع بحرانهای پولی، پرداخته میشود. علاوه بر این نقش شرایط اقتصاد کلان کشورها در زیانهای تولیدی مورد ارزیابی قرار میگیرد. برای این منظور از یک الگوی اقتصادسنجی در فضای دادههای ترکیبی نامتوازن متشکل از کشورهای نوظهور طی دوره 2014-1980 استفاده شده است. نتایج الگو نشان دهنده اثر مثبت و معنادار دخالت موفق بانک مرکزی بر کاهش زیانهای تولیدی است، در حالی که دخالت ناموفق و یا عدم دخالت بانک مرکزی میتواند زیانهای تولیدی ناشی از بحران را افزایش دهد. همچنین بر اساس یافته ها، شرایط متغیرها و سیاستهای اقتصاد کلان بر زیانهای تولیدی مؤثر است، به گونهای است که میزان ذخایر ارزی اثر معنادار و منفی بر زیانهای تولیدی داشته و ثبات سیاستهای پولی و ارزی نیز از عوامل تعیین کننده بشمار میآید.

تحولات فصلی و پیشبینی سالانه صادرات غیرنفتی: رهیافت رگرسیونی دادههای ترکیبی با تواتر متفاوت
هدف مقاله طراحی و برآورد الگوئی از صادرات غیرنفتی کشور است که به کمک آن بتوان به محض آنکه اطلاعات جدیدی در مورد متغیرهای تاثیرگذار بر صادرات غیرنفتی در دسترس قرار گرفت، درمقادیر پیشبینی شده سالانه صادرات غیر نفتی تجدیدنظر کرد. این مهم امکان پذیر نخواهد بود مگر آن که الگوئی تصریح شود که صادرات غیرنفتی سالانه را تابعی از متغیرهای توضیح دهنده فصلی قرار دهد. این مقاله با بهرهگیری از روش میداس، صادرات غیرنفتی سالانه را تابعی از متغیرهای تولید ناخالص داخلی واقعی، نرخ ارز حقیقی و نوسانهای آن با تواتر فصلی، قرار داده است. این الگو علاوه بر پیشبینیهای دقیقتر نسبت به الگوهای سنتی قبلی، از این مزیت برخوردار است که وقتی اطلاعات جدیدی در دسترس قرار میگیرد، بتوان کمیت پیش بینی شده قبلی را مورد تجدید نظر قرار داد. الگوی تصریح شده بر اساس دادههای سال 1392-1367، مقدار واقعی صادرات غیرنفتی را برای سال 1393 که معادل 23864 میلیون دلار است، در خارج از محدودهی الگوسازی، تنها با حدود 2 درصد خطا پیشبینی میکند که بسیار نزدیک به واقعیت تلقی میشود.

تحلیل تأثیر مالیات سبز بر میزان انتشار آلایندهها و شاخص سلامت در ایران: الگوی معادلات همزمان
در فرایند رشد و توسعه پایدار، ارتباط بین محیط زیست، سلامت و رشد اقتصادی از اهمیت بالایی برخوردار است. بنابراین، اگرچه افزایش رشد اقتصادی میتواند باعث بهبود شاخص سلامت شود، همزمان میتواند با کاهش کیفیت محیط زیست آثار منفی بر شاخص سلامت جامعه داشته باشد. در نتیجه در چارچوب مکانیزم بازار، در حالتی که پیامدهای جانبی منفی وجود داشته باشد، وضعیت بهینه پارتو تحقق پیدا نمیکند و موجب شکست بازارمیشود. دولت در این حالت میتواند با وضع مالیات بر هر واحد آلاینده باعث بهبود کیفیت محیط زیست و شاخص سلامت در جامعه شود. بر این اساس، در این تحقیق تأثیر مالیات سبز بر میزان انتشار آلایندهها و شاخص سلامت در ایران با استفاده از روش اقتصادسنجی حداقل مربعات دو مرحلهای و سیستم معادلات همزمان در دوره (1393-1359) تحلیل میشود. نتایج حاصل از برآورد الگو، بیانگر این است که وضع مالیات سبز باعث کاهش انتشار آلایندهها میشود. همچنین، به طور همزمان کاهش انتشارآلایندهها باعث افزایش شاخص سلامت شده است.

تأثیر توسعه مالی بر نابرابری درآمد در ایران: بازبینی نقش سرمایه انسانی
با فرض همگنی سرمایه انسانی، موسسات مالی در تخصیص اعتبارات، تنها شاخصهای سرمایه فیزیکی، توانمندی مالی و سوابق اعتباری متقاضیان را ملاک تصمیمگیری خود قرار میدهند که پیامد آن، نتایج پراکنده و متناقض مطالعات است. در ادبیات نظری جدید ضمن تاکید بر ناهمگنی سرمایه انسانی، عنوان میشود که بین توسعه سرمایه انسانی و انباشت سرمایه فیزیکی رابطه مکملی وجود داشته و عدم توجه به اثر توأمان آنها در فرآیند تاثیرگذاری توسعه مالی بر نابرابری درآمد، نتایج گمراه کنندهای را به همراه دارد که در مطالعات داخلی نیز این موضوع مورد توجه واقع نشده است. در این مقاله ارتباط بین توسعه مالی و نابرابری درآمد در ایران تحت فرض ناهمگنی سرمایه انسانی مورد بررسی قرار گرفته و اثر توامان ترکیب سرمایه انسانی و انباشت سرمایه فیزیکی بر نابرابری درآمد، آزمون میگردد. الگوسازی دادهها و اطلاعات آماری در این تحقیق بر پایه الگوی رگرسیون آستانهای است که در مقایسه با سایر روشهای تخمین، برآوردهای سازگار تری ارائه مینماید. نتایج با استفاده از دادههای سری زمانی مربوط به سالهای 1393-1348 نشان میدهد که سرمایه انسانی جدا از اثر مستقلی که بر نابرابری درآمد دارد، در ترکیب با سرمایه فیزیکی، به صورت توامان نابرابری درآمد را تحت تاثیر قرار میدهد.

بررسی تکانههای قیمت نفت بر رشد اقتصادی با تأکید بر نقش سرمایهگذاری
تحقیق حاضر به بررسی اثر نامتقارن نوسانات قیمت نفت بر رشد اقتصادی، با استفاده از روش گشتاورهای تعمیم یافته (GMM) در طی دوره زمانی 1992-2015 در گروه کشورهای صادرکننده نفت عضو اوپک و گروه کشورهای واردکننده نفت میپردازد. یافتهها نشان میدهد که تکانههای نفتی به صورت نامتقارن در شکلگیری نوسانات قیمت نفت نقش داشته و همچنین نتایج برازش الگوی تابلویی پویا نیز حاکی از آن است که در گروه کشورهای صادرکننده نفت کشش مستقیم رشد اقتصادی نسبت به نوسانات قیمتی نفت بزرگتر از یک و مثبت بوده است. در مقابل در گروه کشورهای واردکننده نفت، اثر منفی مستقیم نوسانات نفت بر رشد اقتصادی کمکشش است و با لحاظ اثر متقاطع سرمایهگذاری و کانال نااطمینانی، مجموع اثرات مستقیم و غیرمستقیم نوسانات قیمت نفت بر رشد اقتصادی افزایش مییابد. در مقابل در گروه کشورهای صادرکننده نفت، عکسالعمل نهایی رشد اقتصادی نسبت به نوسانات قیمتی نفت تغییرات زیادی نمییابد که این امر حاکی از وابستگی ناچیز رشد اقتصادی گروه مذکور از قیمت نفت است.
