بررسی اثرات مخارج بهداشت و درمان دولت بر توسعه انسانی در ایران

چکیده

توسعه انسانی به‌عنوان یکی از شاخص‌های مهم برای اندازه‌گیری توسعه کشورها در دهه‌های اخیر مورد استفاده قرار گرفته ‌است. همچنین ارتقاء و بهبود کیفیت توسعه انسانی نقش قابل توجهی در توسعه اقتصادی یک کشور خواهد داشت. یکی از راهکارهای افزایش توسعه انسانی، بهبود و گسترش خدمات بهداشتی و درمانی است، در این مطالعه اثرات مخارج بهداشت و درمان دولت بر کیفیت توسعه انسانی در استان‌های کشور مورد بررسی قرار گرفته است. برای این منظور از شاخص توسعه انسانی استفاده شده است. همچنین برای برآورد الگو از روش داده‌های تابلویی در دوره زمانی 1391-1384، استفاده شده است، نتایج برآورد حاکی از آن است که رابطه‌ مخارج بهداشتی دولتی، مخارج آموزشی، تولید ناخالص داخلی و نرخ شهرنشینی با شاخص توسعه انسانی، مثبت و معنادار است. این درحالی است که مخارج بهداشتی خصوصی دارای رابطه‌ای منفی با توسعه انسانی است.

چکیده [English]

Human development has been used as one of the most important indicators for measuring the development of countries in recent decades. Also human development quality improvement plays a significant role in economic development and one of the ways to increase human development, is health services promotion. In this paper, we investigate the effects of government’s health and treatment expenditures on human development quality for Iran provinces. For this purpose, we use human development index (HDI) as human development quality indicator and also we use panel data method for 2005- 2011 period. The results shows  that governments health and treatment expenditures, education expenditures, GDP and the rate of urbanization has positive and significant effects on  Human Development Index, While private health expenditures has negative and significant effects on Human Development Index.
