		<Abstract>This study investigates the asymmetric behavior of fiscal policies in response to oil revenue shocks among major oil-exporting countries. The analysis covers the period 2003–2022 and focuses on four key economies: Iran, Saudi Arabia, Nigeria, and Kuwait. In the first stage, the Markov Switching model is employed to identify the boom and bust phases of oil revenues in each country. By distinguishing between hidden regimes within the time series, this approach provides an objective basis for detecting structural fluctuations in oil income, thereby establishing a foundation for subsequent econometric analyses. Next, the Nonlinear Autoregressive Distributed Lag (NARDL) model is applied to examine the response of fiscal policy to positive and negative oil shocks in both the short and long run. The results reveal that fiscal reactions depend not only on the direction of the shock (positive or negative) but also on the time horizon. In the long run, governments tend to pursue fiscal discipline and saving strategies during oil booms, whereas in downturns they resort to structural expenditure adjustments. Conversely, short-term responses are often precautionary and experimental, with fiscal authorities basing decisions on the perceived persistence of shocks. Moreover, transitional or “ugly” periods exhibit more complex fiscal dynamics, including consumption smoothing and the use of hedging instruments to mitigate revenue volatility. Overall, the findings underscore the importance of medium-term fiscal frameworks, stronger financial institutions, and the development of forward-looking policy tools to enhance resilience against revenue fluctuations in oil-dependent economies.</Abstract>
			<OtherAbstract Language="FA">این پژوهش به بررسی رفتار نامتقارن سیاست‌های مالی در مواجهه با شوک‌های درآمد نفتی در منتخبی از کشورهای صادرکننده نفت می‌پردازد. برای این منظور، از داده‌های سال‌های 2003 تا 2023 و برای چهار کشور ایران، عربستان سعودی، نیجریه و کویت که این کشورها در پیمان اوپک به طور مستمر حضور داشته اند و از صادرکنندگان اصلی نفت بوده اند استفاده شده است. در گام نخست، با بهره‌گیری از مدل مارکوف سوییچینگ، دوره‌های رونق و رکود درآمدهای نفتی برای هر کشور شناسایی شد. این روش با تفکیک رژیم‌های پنهان در سری زمانی، امکان تشخیص عینی نوسانات ساختاری درآمد نفت را فراهم کرده و پایه‌ای برای تحلیل‌های بعدی ایجاد می‌نماید. در ادامه، به کمک مدل NARDL، واکنش سیاست‌های مالی در برابر شوک‌های مثبت و منفی نفتی در کوتاه‌مدت و بلندمدت تحلیل گردید. نتایج نشان می‌دهد که واکنش‌ها نه‌تنها به ماهیت شوک (مثبت یا منفی) بلکه به افق زمانی نیز وابسته‌اند. در بلندمدت، دولت‌ها در دوره‌های رونق نفتی تمایل به انضباط مالی و ذخیره‌سازی دارند، در حالی‌که در دوره‌های رکود به کاهش ساختاری هزینه‌ها روی می‌آورند. در مقابل، واکنش‌های کوتاه‌مدت بیشتر جنبه احتیاطی و آزمایشی داشته و تصمیم‌گیری‌ها بر اساس ارزیابی ماندگاری شوک انجام می‌شود. همچنین، دوره‌های گذار یا &quot;زشت&quot;، رفتارهای پیچیده‌تری از جمله هموارسازی مصرف و استفاده از ابزارهای پوشش ریسک را نشان می‌دهند. یافته‌های پژوهش بر ضرورت طراحی چارچوب‌های میان‌مدت سیاستی، تقویت نهادهای مالی و توسعه ابزارهای پیش‌نگرانه برای مقابله با نوسانات درآمدی در اقتصادهای نفت‌محور تأکید دارد.</OtherAbstract>
