بررسی اثر خدمات اکوسیستم روددره‌های شهری بر قیمت املاک: مطالعه موردی محدوده روددره فرحزاد تهران

چکیده

نوسانات قیمت مسکن موضوع بسیار مهمی در اقتصاد مسکن بوده و متاثر از عوامل متفاوتی است. یکی از این عوامل، تاثیر متغیرهای محیط زیستی است. بنابراین در تصمیم‌گیری برای خرید یک خانه، بازار نهفته‌ای به دلیل ملاحظه کیفیت محیط‌زیست محدوده ملک وجود دارد. هدف این تحقیق بررسی اثر خدمات و ویژگی‌های محیط زیستی اکوسیستم روددره‌ی فرحزاد بر قیمت مسکن در اطراف آن در منطقه 2 و 5 تهران و ارزیابی اقتصادی- اجتماعی احیای این روددره است. داده‌های مورد نیاز با تکمیل 386 پرسشنامه جمع‌آوری شد و  از روش هدانیک که بیانگر رگرسیون عوامل موثر کیفی غیر بنیادی بر قیمت مسکن است در قالب برآورد سه الگوی رگرسیونی برای دستیابی به هدف استفاده شده ‌است. نتایج نشان می‌دهد که متوسط تمایل به پرداخت هر فرد به منظور احیای روددره فرحزاد معادل 611 هزار ریال به صورت ماهانه است. نتایج حاصل از برآورد هر سه الگوی رگرسیونی تابع هدانیک حاکی از اهمیت متغیرهای محیط زیستی بر قیمت مسکن در این منطقه است، به‌طوریکه در الگوی اول 6/22و در الگوی دوم 1/17و در  الگوی آخر 5/16درصد از تغییرات قیمت را پوشش می‌دهند. همچنین نتایج نشان می‌دهد که احیای این روددره با توجه به هزینه‌های آن از دیدگاه ارزیابی اقتصادی در سطح منطقه توجیه اقتصادی ندارد، ولی در سطح شهر تهران با توجه به منافع و تعمیم تمایل به پرداخت توجیه‌پذیر است. اطلاعات این مطالعه می‌تواند برای برنامه‌ریزی احیای روددره‌های شهری مفید باشد.

چکیده [English]

Housing price fluctuations are a very important issue in the housing economy and are affected by different factors. One of these factors is the impact of environmental variables. Therefore, in deciding to buy a house, there is a hidden market due to considering the quality of the environment around the property. The purpose of this study is to investigate the effect of environmental services of the Farahzad river ecosystem on housing prices and to evaluate the social-economical revitalization of this river. For this purpose, 386 questionnaires and the hedonic method were used in the form of estimating three regression models to achieve the goal. The results show that the average willingness to pay for the restoration is equal to 611,000 rials per month. The results of all three regressions indicate the importance of environmental variables on housing prices, so that in the first model, 22.6%, in the second model, 17.1%, and in the last model, they cover 16.5% of the price changes. Also, the results show that the revitalization of this river is not justified from the point of view of economic evaluation at the regional level, considering its costs, but it is justified at the level of Tehran city, considering the benefits and the generalization of willingness to pay. The information of this study can be useful for the revitalization of urban gorges.
