اثر اعتبارات اعطایی بانک کشاورزی بر ارزش‌افزوده و اشتغال بخش کشاورزی

چکیده

بخش کشاورزی یکی از مهمترین بخش­های اقتصادی است که در فرایند توسعه اقتصادی جایگاه ویژه­ای دارد. دراین بخش، به دلیل فصلی بودن تولیدات و وجود خلأ زمانی بین پرداخت‌ها و دریافت‌ها، کشاورزان نیازمند سرمایه در گردش هستند. از طرفی به دلیل کوچک بودن واحدهای تولیدی و عدم حضور فعال سرمایه­گذاران خصوصی در این بخش، نیاز به اعتبارات بانکی برای تأمین مالی سرمایه‌گذاری وجود دارد. بانک کشاورزی تنها بانک تخصصی کشور در بخش کشاورزی است و بخش بزرگی از اعتبارات اعطایی سیستم بانکی کشور به بخش کشاورزی از طریق این بانک به متقاضیان اعطا می‌شود. در این پژوهش، اثر اعتبارات اعطایی بانک کشاورزی (به تفکیک جاری و سرمایه‌ای) بر متغیرهای اشتغال و ارزش افزوده بخش کشاورزی مورد بررسی قرار می‌گیرد. دوره مطالعه سال‌های 1393-1363 بوده و برای برآورد ضرایب بلندمدت معادلات از الگوی خودتوضیح با وقفه­های گسترده و برای بررسی پویایی­های کوتاه‌مدت آن‌ها از الگوی تصحیح خطا استفاده شده است. نتایج نشان می‌دهد که تأثیر اعتبارات جاری و سرمایه‌ای بر ارزش افزوده، سرمایه‌گذاری و اشتغال بخش کشاورزی مثبت و معنادار است.

چکیده [English]

Agricultural sector is one of the important economic sectors which has a special role in the economic development process. In this sector, due to the seasonality of production and the existence of a time gap between the payments and the receipts, the economic agents are in need of working capital. On the other hand, due to the small scale of production unit and lack of resources for private investments in this sector, there is a need for credit to finance investment in fixed capital. Bank Keshavarzi is the only specialized bank in the agriculture sector and a large part of banking system’s credit to this sector are granted by this bank. In this study, the impact of credit granted to the agricultural sector through Bank Keshavarzi on investment, employment and value-added in this sector is investigated. The study period is 1984-2014 and the ARDL method used for estimating the long-term coefficients of the equations. Also ECM was used to investigate the short-term dynamics of the model. The results show that the impact of Bank Keshavarzi’s credits on value-added, investment and employment in the agricultural sector is positive and statistically significant.
